Congress Passes Quartz Powers Bill

In a surprise move before the end of the session, Congress passed a bill put forth by Senator Arnold Hampton (Texas, R).  This bill empowers Quartz in several key areas:

First, Quartz may temporarily suspend the constitutional rights of superpowered villains if, by not doing so, those villains could reasonably be expected to escape and cause further loss of civilian life. 

Second, Quartz may reasonably request the aid of any superhero.  Refusal of such a request without just cause would be considered an obstruction of justice.

While the section of the bill dealing with mandatory registration of superpowered persons was cut during comittee discussions, Senator Hampton promises to push it through in the next session, claiming that only the villains have anything to fear from such a requirement.
