President Addresses Nation
Shortly after the Apocalypse Now gas attack on New York city, the President televised this national address:
"People of America, we have won the battle with Apocalypse Now. Empowered by the bill passed in the last session of Congress, Quartz was able to finally track down their secret bases and wipe out this terrorist organization. However, this victory came too late."
"The last gasp for Apocalypse Now was the bombing of New York city. The area has been declared a Federal Disaster Area, and the Red Cross and National Guard are active in the city, providing relief and maintaining order. I cannot express my dismay at the loss of life during this disaster. I can only promise that it will not happen again."
"Quartz now has the power, authority, and responsibility to pursue any means necessary to prevent another attack of this magnitude. Terrorist activity on American soil will simply not be tolerated. I ask all of you to cooperate fully with Quartz operatives involved in terrorism investigations."
In a related announcement, the city of New York was placed under martial law. The National Guard has been called out to maintain civil order, while Quartz troopers are present to contain any superpowered threats.
