Standing Orders:
The nightly patrol of the city was, for the most part, slow this month. The Creeper managed to deliver a dozen thugs to the police in his trademark style, by hanging them by their ankles from a lamp post near the police station. The police had their usual statement to the press about the Creeper: "We do not condone vigilantism in this city." Meanwhile, they haven't exactly tried too hard to catch him.
Special Orders:
The Creeper manages to track ownership of that warehouse back to the Weaponers, a shadowy group that supplies high-tech weaponry to anyone with enough cash. The paper trail isn't enough for the police to go on, but the Creeper does get a name: Robert Blakely. Probably someone high up in the Weaponers.
Overt Activities:
While creeping around one night, the Creeper happens upon Nightshadow as he prepares to walk through the wall of a building. The sign on the front of the building proclaims it to be the "Second Federated Bank". Thousands of people probably have their life savings in that bank; worse yet, the Creeper is one of them.
