Example Detailed Overt
This overt is one I used in Crossover Earth II for my villain character. Her name was Angel, and her goal was to cause human suffering and misery (she's an NPC in this game). Note that Angel's plans did not work out as she had planned, but the detail in the overt gave the GM quite a bit to work with.
Angel October Overt:
Consulting the political news, Angel will find out where Bush is scheduled to campaign next week and travel there. She'll try to arrive a few days before the candidate, and use those days to get to know the city and any places Bush is likely to stay.
When Bush does arrive, Angel will follow him (out of costume) throughout the day, staying in the crowds, until he holes up for the night. She'll wait a couple of hours, then go insubstantial and try to sneak into the candidates room. The secret service will no doubt be guarding the conventional entrances, so she'll get below his rooms (either several floors below or underground), and drift upward putting just the top of her head through each floor to check for people before progressing onward. A similar procedure will be used for entering other rooms horizontally.
If she fails to remain unseen, she'll wave her arms, moan like a grade B movie ghost, and drift through the ceiling. With any luck her sighting will be discounted. She'll continue searching until she either finds Bush or has the security ready to call the National Guard. If the latter, she'll cause some structural damage, maim some secret service, etc. all the while trying to find Bush. When she finds him, she'll proclaim "Fool! You thought you could overcome Dukakis." loudly enough for everyone to hear, then kill him where he stands with an energy blast.
Preferably, though, she remains unseen and locates the proper room. She will turn insubstantial and wake him up as quietly as possible. Attempting to keep him from calling security by the force of her will, she'll say that she wishes to help him win the election and can guarantee results. If he asks why, she'll lie and say that she has been convinced the American people are not so far gone as she'd throught, and with the proper leadership they could be led into a New Age of prosperity and spirituality. (This would normally not even be believable, but perhaps combining presidential political ambitions with Angel's persuasive abilities will convince him.)
If he asks how she'll do it, then he's probably hooked. She'll tell him her plan, and if he agrees they'll make arrangements to set things in motion next turn.
Angel's Plan:
The place: A political rally where Bush is campaigning. A large crowd and heavy press coverage is necessary.
Angel will start trouble during the rally in typical fashion, blasting equipment and people. Bush will leap to the defense of his potential constituents, interposing himself between them and Angel, stirring oratory flowing from his lips. He convinces her that her views are incorrect, and thereafter Angel is seen publicly battling supervillains and saving people from disasters. Bush's popularity skyrockets, and he wins the election.
Her hidden agenda, not revealed to Bush, is to become his adviser, playing on his political ambition and personal weaknesses to maintain control. Long range plans include having the term limit repealed and enforcing martial law (all with apparently reasonable justifications). All this, of course, is to put Angel in a position where she can make as many people suffer as possible.
